Getting to Luleå is easy.
You always have the option of flights to Stockholm from most places in the world and then you can travel from Stockholm Arlanda to Luleå by way of a flight with Ryanair, SAS or Norwegian airlines.
There is also an overnight train from Stockholm that stops in the nearby town of Boden and in Luleå. The train also runs from Luleå, through Boden and up to Kiruna and then over the mountains to Narvik in Norway.
